数字产业发展是“十四五”规划的重要内容,也是中国从粗放型经济增长模式迈向高质量发展的重要一环。数字产业的发展不仅需要信息基础建设的支撑,也需要便捷的交通为高技术人力资本流动提供通道,为产业发展提供内生动力。实证上,以高铁开通的时间作为外生冲击,分析了交通基础设施建设对数字产业的发展作用,并通过反事实模拟方法构建再中心化工具变量并以此处理内生变量问题,消除遗漏变量带来的估计偏差。具体而言,以2008—2019年城市面板数据作为研究样本,市场可达性作为地方交通便利程度的关键代理变量,探讨城市新增数字产业相关企业数量与市场可达性的关系。研究发现,交通基础设施建设对数字产业发展具有较强的促进作用。进一步的机制分析表明,以客运为主的高铁开通促进了人力资本特别是高技能人才的流动,是促进数字产业发展的关键因素。文中模型参数识别机制为相似问题处理内生性提供了参考,实证结果也为发展数字产业提供了一定的政策启示。
The development of the digital industry is an important element of the 14th Five-Year Plan, and an important part of China’s transition from a crude economic growth model to high-quality economic development. The development of digital industry not only requires the support of information infrastructure, but also relies on the transportation infrastructure construction to provide channels for the flow of high-tech human capital and intrinsic driving force for industrial development. This paper takes the perspective of transportation infrastructure construction for the development of digital industry, using the opening time of high-speed rail as an exogenous shock. Recentralized instrumental variables are constructed through counterfactual simulation to address the problem of endogenous variables and eliminate the omitted variable bias. Specifically, this paper takes the 2008-2019 city panel data as the research sample, market accessibility as the proxy variable for local transportation convenience, and the number of newly-added digital industry-related enterprises in the city as the explanatory variable. The findings are as follows: first, the construction of transportation infrastructure has a facilitating effect on the development of the digital industry; second, the results from control function and instrumental variable methods suggest that this facilitating effect is overestimated in the panel fixed-effects model; third, the mechanism analysis indicates that the opening of high-speed railways primarily for passenger transportation facilitates the flow of human capital, especially the flow of highly-skilled talents, serving as a potential channel to promote the development of digital industries. This paper provides a new identification strategy for addressing endogeneity and the empirical findings offer a policy rationale for the development of digital industries.
