摘要

基于“生产—生活—生态”城市功能分区理论，选取广东省21个地级市2002—2021年市级面板数据，运用CRITIC权重模型和TOPSIS评价方法测算各地的制造业高质量发展水平，研究产业集聚对制造业高质量发展的作用机制。结果表明：第一，制造业产业集聚对制造业高质量发展产生显著的促进作用，抑制了制造业的同质化发展，促进了产业的差异化发展；第二，制造业产业集聚通过劳动力“蓄水池”效应、中间投入共享效应和知识技术溢出效应对制造业高质量发展起到促进作用；第三，相比生态优势功能区，生产和生活优势功能区内的制造业集聚会促进制造业高质量发展。因此，应注重产业集群布局与城市功能定位相匹配，兼顾区域间的产业合作与协调，推进制造业高质量集聚发展。

Abstract

Based on the “production-life-ecology” urban functional zoning theory， this paper selects city-level panel data from 21 prefecture-level cities in Guangdong Province spanning from 2002 to 2021. Employing the CRITIC weight model and TOPSIS evaluation method， we calculate the high-quality development level of the manufacturing industry across these cities over the years and examine the influence of the agglomeration of the manufacturing industry on its high-quality development. The findings indicate that： First， the agglomeration of the manufacturing industry significantly enhances its high-quality development， inhibiting the homogeneous development of manufacturing and promoting the differentiated development of the industry； second， manufacturing industry agglomeration promotes the high-quality development of manufacturing through the labor “reservoir” effect， intermediate input sharing effect and knowledge and technology spillover effect； third， compared with ecological advantage functional areas， manufacturing agglomeration in production and living advantage functional areas promotes the high-quality development of manufacturing. Therefore， in order to promote the high-quality development of regional manufacturing， regions should leverage their functional positioning and comparative advantages， and take into account cooperation and coordination among regions while strengthening advantageous industrial clusters for differentiated development.
